you beat the gym in golddenrod city then go to this house by the gym then talk to the lady and she will give you the squietbottle

after you beat the goldenrod city gym leader, the house to the right of it has two people in it. talk to the woman watering her flowers. she'll give you the squirtbottle to attack the dancing tree.

After succeeding from defeating the gym leader go to a house in goldenrod and there will be a lady watering her plants. Talk to her and she will give you a squirt bottle so you can attack the tree thats blocking the way to the next route.
