people keep on placing cheats that dont work, I am sick of it. here is the proper way to receive these magnificent pokemon. Catch all the pokemon that are only on your game and then head towards the pokemon league. once you beaten the elite 4, head towards the sky pillar where RAYQUAZA is waiting. once you have caught him, go to Fallobour town and surf up the water fall where you receive the rare candy. use it on CHIMECO and what version you are playing depends on what you get.
Jirachi is on Ruby
Deoxys is on Saphire

this is 100 % gauranteed to work, i have done this many times but it has to be in that specific order, if you have already pickled up the rare candy before RAYQUAZA this wont work
