You can't. You have to get out of the cave where Team Aqua/Magma awoke Kyogre/Groudon. Then go to Sootopolis City and go to the cave of origin. While walking you will see Steven and the Gym leader of Sootopolis City and they will let you enter. Inside you will fight Kyogre/Groudon.
