I am going to tell you where to find Entei,Raikou,Lugia.Lugia is found in the second island of Whirl islands near the waterfall in that room thing.Catch with masterball.
Once you find the dogs in Burned tower, find Entei on Rt.38,Raikou on Rt. 45. ...

P.S. You're going to have a heck of a hard time finding Lugia without the silverwing!
