Make a tank full of water, make it so four mermaids can fit in it, (that's how many I needed) then click on the buy structures button.
Click on the Zoo scenery tab, get the mermaid statue, and put it in the tank. Bubbles will start coming out of it. Then a mermaid will come out! Click on it, and see what the zookeeper reconmendations are. Now you have a mermaid.
