First make you way to the area called "soldiers barracks" to the south west of the town, At the west end of that area is a building enter it. Go up the stairs and hang a right and keep killing every room until you here 2 whiny voices wondering if they are the stinky soldiers every one is talking about them. Trounce them for being generally disgusting and obnoxious...and for being fire bending soldiers if you need the excuse, don the armor and away you go.
