i have beet the game and the way i got to the rocks was i upgraded the jetpack all the way and i flew to the rock

u dont have to upgrade ur jetpack but u might need to on diferent times

Im not so sure i didnt try but i think you need to upgrade your jet pack to the best and use it to get there...
