I haven't got it yet but all I know is that you unlock it at some point (at least after you get all 10 dark gems on the first bit)

u get it after u beet the first guy after u get the 10 gems

defeat gnasty nork to get the electric breath

you have to defeat gnasty gnorc and then a fairy will give you the electric breath and you have to use it to get back to the other side on the shell looking thing. if you get through this part and want to go back into that area where you fight him then too bad. you can't. the shell goes back to the other side and your electric breath doesn't go that far!
